Puroose. This instruction identifies a framework for adopting and implementing total force fitness (TFF). The TFF framework is a methodology for understanding, assessing, and maintaining Service members' well-being and sustaining their ability to carry out missions. This instruction identifies terms, definitions, descriptions, and responsibilities.

Applicability. This instruction applies to the Military Services, the Office of the Chairman of the Joint Chiefs of Staff, the combatant commands, Defense agencies and DOD field activities, other organizations in DOD where Service members are assigned, and Service members. The terms "Service member" and "Armed Forces" refer to the Active and Reserve Components of the U.S. Army, Navy, Air Force, Marine Corps, and U.S. Coast Guard, while that Service is serving with DOD under the provisions of federal statute.
