Purpose. This instruction establishes policy governing the development, staffing and approval of actions prepared by the Joint Staff.
Applicability. This policy governs the activities of the Joint Staff and its relationship with the Services, combatant commands, and Defense agencies designated by the Secretary of Defense in developing Joint Staff actions.
