PURPOSE
This Marshall Work Instruction (MWI) applies to the process in which MSFC submits a proposal to another entity. This MWI provides specific instructions for processing a "major" proposal for approval by the Strategic Planning Council (SPC). "Major" proposals are those that meet any of the size and/or criticality criteria established in section 6.3. Per the MSFC Charter MC-25, "MSFC Strategic Planning Council (SPC)," it is within the SPC's purview to consider the Center's business base, investments, and new business, thereby giving the SPC Chairperson approval authority on the pursuit of new business opportunities.
APPLICABILITY
This MWI applies to Center personnel, programs, projects, and activities, including contractors and resident agencies to the extent specified in their respective contracts or agreements. ("Contractors," for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, or other agreement parties.)
This MWI applies to the Michoud Assembly Facility.
This MWI does not:
Apply to Space Act Agreements (SAAs) and Technology Investment Proposals (TIPs). For further information on SAAs, see MPR 1050.2, "Procedure for Executing Agreements with Non-MSFC Entities." For further information on the TIP process, see MPD 1150.1, MC-31 "MSFC Technology Investment Advisory Committee (TIAC)."
Prescribe all phases of proposal development, specifically writing of the proposal itself, internal operation of review teams, and activities past the point of award (e.g., negotiations, execution).
