PURPOSE. This instruction establishes personnel accountability policy for the United States Coast Guard.

Applicability. This instruction applies to all Coast Guard uniformed and civilian employees (sponsors), but excludes Non-Appropriated Fund (NAF) employees, Auxiliarists, and contractors working for the Coast Guard at this time. Enclosure (1) provides information for Coast Guard Civilian Employee PAS Policy. Dependents of sponsors may be included in personnel accountability when dependent data is available and the sponsor chooses to enter their dependent data into PAS. In addition, this instruction applies to other military personnel members assigned to Coast Guard units, e.g., U.S. Public Health Service Officers and U.S. Navy Chaplains.
