HAZARDOUS MATERIALS MANAGEMENT PROGRAM (HMMP) PLAN

Use/Relationship: The Hazardous Materials Management Program (HMMP) Plan is prepared by the contractor, in consultation with the government and others, to influence the reduction of hazardous material (HAZMAT) risks, associated with a system, to acceptable levels to protect human health and the environment during the system planning and design processes. This plan considers current and all future phases of the system's life cycle.
a. This Data Item Description (DID) contains the format, content, and intended use information for the HMMP Plan resulting from the planning elements described in the current version of the Aerospace Industries Association (AIA)/National Aerospace Standard (NAS) 411.
b. The HMMP Plan establishes a program's objectives, roles, responsibilities, relationships and procedures needed to accomplish HAZMAT management and tracking. The plan accounts for contractually required tasks and responsibilities, including the integration of HAZMAT management planning and reporting into the systems engineering process. The HMMP describes:
(1) How the contractor will work with the Government to eliminate or reduce the risk associated with the HAZMAT embedded in the system or required by the system for planned operations, maintenance and disposal activities (based on the system design, product support analysis activities, etc.).
(2) How the contractor will obtain Government approval for the use of prohibited materials.
(3) How the contractor will collaborate with the Government on Government funded hazardous material trade studies or similar Government funded risk reduction activities.
(4) The contractor's proposed process for managing the HAZMAT that cannot be designed out of the system and its operations and support processes to promote development of a safe and efficient product support package.
c. The nature and content of the HMMP Plan is influenced by the planned use and maintenance of a system and the HAZMAT exposure risk to operators, maintainers and others. Materials and processes used in operation and support phase of a system's life cycle can include the activities and processes associated with routine operations, field maintenance, depot maintenance, unanticipated events such as emergency response to mishaps/crashes, and disposal.
d. This DID is intended for use by system acquisition program offices responsible for acquiring or modifying systems where an HMMP is required.
e. This DID is related to DI-MISC-81397, Hazardous Materials Management Program (HMMP) Report.
f. This DID supersedes DI-MGMT-81398B.
