This regulation prescribes the policies, procedures, and responsibilities for the issue and sale of personal clothing to members of Army activities and to Department of the Army civilians (DAC). It also describes systems for the maintenance, replacement, and disposition of such clothing and gives conditions under which these systems apply. Policies and procedures in this regulation are designed specifically for enlisted soldiers (Active Army, Army National Guard, U.S. Army Reserve), although limited policies or procedures may apply to officers, warrant officers, Reserve Officers, Training Corps, Army Senior Reserve Officer Training Corps (ASROTC), Junior Reserve Officer Training Corps (JROTC), Department of the Army Civilian (DAC), and Reserve Officer Training Corps (ROTC) contracted employees. Additionally, it applies to other personnel or organizations supported under the clothing replacement allowance or issue-in-kind systems, or Army and Air Force Enchance Service (AAFES) operated Army military clothing sales stores (AMCSS).

Applicability. This regulation applies to officers, select former soldiers, retired personnel, enlisted soldiers of the Active Army, the Army National Guard of the United States (ARNGUS)/Army National Guard (ARNG), the U.S. Army Reserves, cadets and institutions of the Army Reserve Officer's Training Corps and to Department of the Army civilians. During mobilization, chapters and policies contained in this regulation may be notified with prior approval from the Secretary of the Army.
