CWA 13987 is likely to be of interest to any organisation or individual involved in smart card deployment. This part of CWA 13987 is an informative part. It gives guidance on the implementation of an open scheme for interoperable citizen services accessed by means of smart cards. The open scheme can be implemented by any smart card issuer and on any system accepting smart cards. The primary condition for implementation is the availability on the smart card of the mandatory part of the data set known as User Related Information (URI). The URI Data set and formatting rules are described in Part 1 of this CWA. This document suggests what steps could be taken to ensure that CWA 13987 compliant cards and system terminals are able to operate within an interoperable network. It provides an outline of the prerequisites and philosophy for implementation, the principles of the architectural framework and the main processes involved in scheme deployment. It describes the main principles for implementation. It is recommended that this Part of CWA 13987 be read after Parts 1 and 3, as the former provides a definition of the URI data set and the later describes the interoperable environment in which the URI may be implemented. Without a prior knowledge of these aspects, some of the references and details of this document may not be clear to the reader.
