Under reference (a), this instruction applies to all medical and dental activities. Research and development to support the operational mission of the Navy or Marine Corps, using research, development, test, and evaluation funds are exempted from this instruction, except when carried out in a medical treatment facility (MTF) involving beneficiaries of the Naval Medical Department.
