scope:

PURPOSE

This issuance defines requirements for the preparation of government cost estimates for supplies and services acquired by the Goddard Space Flight Center (GSFC).

APPLICABILITY

This issuance applies to all organization elements of the Center responsible for the initiation of acquisition requests expected to exceed the micro-purchase threshold as defined in Federal Acquisition Regulation (FAR) 2.101*. This includes new contracts and modification to existing contracts and task or delivery orders under GSFC contracts or the contracts of other agencies. This issuance does not apply to facilities projects (including Construction of Facilities, construction, and construction repair), grants, and cooperative agreements. This issuance also does not apply to contract overruns. The GSFC Chief Financial Officer can waive any requirements of this issuance if unusual circumstances exist.
