scope:
PURPOSE. This issuance establishes procedures and guidelines for the preparation of cost estimates for supplies and services acquired by the Goddard Space Flight Center (GSFC).
APPLICABILITY. This issuance applies to all organizational elements of the Center responsible for the initiation of acquisition requests expected to exceed the micropurchase threshold (presently $2500). This includes new contracts and modifications to existing contracts and task or delivery orders under GSFC contracts or the contracts of other agencies. This issuance does not apply to Construction of Facilities projects, grants and cooperative agreements. The GSFC Chief Financial Officer can waive any requirements of this issuance if unusual circumstances exist.
