PURPOSE
This Instruction assigns responsibilities and establishes the policy and procedures for developing formal in-house cost estimates for services or products to be procured by the Goddard Space Flight Center (GSFC). The purpose of the in-house estimate is twofold:
a. it determines the applicable procurement procedures and administrative approvals; and
b. it provides a baseline for assessing offeror's understanding of the requirements and the reasonableness of their proposal.
APPLICABILITY
This instruction applies to all organizational elements of the Center responsible for the initiation of procurements exceeding $100,000.
