scope:

SEA TF2 has cognizance over the total force manpower and personnel strategy and planning across the Command. The Task Force will:

• Define, align, coordinate and verify the execution of the Command's Human Capital Strategy (HCS);

• Prepare the Command's formal Human Capital Strategy document;

• Ensure that detailed plans, budgets and execution of Line of Business Human Capital Strategies ar developed and executed within each Line of Business and are guided by the Task Force;

• Coordinate, provide guidance and manage NAVSEA alignments with and within the Naval Enterprises such as the Naval Aviation Enterprise;

• Be the lead organization for the planning and entry into the National Security Personnel System (NSPS);

• Issue guidance and coordinate force shaping and sizing strategies across NAVSEA including field activities; and

• Be the NAVSEA focal point for integration of human capital strategy matters across the Virtual SYSCOM.

The overall operating process for the Task Force will be of a small central staff providing planning and guidance to operating organizations within NAVSEA. The Charter for the Task Force will provide the details.

Purpose.

Establish Task Force Total Force (SEA TF2) as the organization with cognizance over all total force and human capital planning and strategy within the Naval Sea Systems Command (NAVSEA).
