PURPOSE. This order provides initial criteria and guidance for constructing and operating simultaneous offset instrument approaches to parallel runways spaced at least 750 feet apart, and less than 3,000 feet apart at airports identified by the FAA for SOIA. This order establishes criteria for determining the feasibility of conducting closely spaced parallel operations, and identifies procedural requirements to ensure safety. Implementation of SOIA procedures requires additional analysis and study at most locations. The intent of this order is to establish general guidelines for the safe design and operation of this procedure. Specific aircraft handling procedures used to implement the operational objectives described in this order are the responsibility of Air Traffic and are contained in various Air Traffic directives.
