scope:
Purpose. To issue regulations and guidance governing the conduct of all members of the U.S. Navy. The regulations and guidance in enclosure (1) are for the internal operation of the Department of the Navy only and create no right or benefit, substantive or procedural, enforceable at law against the United States, the Department of Defense, or the Department of the Navy.
Applicability. Applies to all members of the U.S. Navy and U.S. Marine Corps security forces assigned to U.S. Navy ships. None of the guidance in this instruction is intended to contravene or supersede any provision of law or other order, directive, or issuance of competent arthority.
