scope:

This instruction applies to all elements of the Naval Supply Systems Command (NAVSUP) enterprise, including NAVSUP Headquarters, the Naval Inventory Control Point, the Navy Exchange Command, the Fleet and Industrial Supply Centers, the Fleet Material Support Office, the Naval Transportation Support Center, the Fitting Out and Supply Support Assistance Center, the Naval Ammunition Logistics Center and the Naval Petroleum Office.

Purpose. To establish policy, assign responsibilities, and provide guidance for congressional correspondence and inquiries; the conduct of official business with members of Congress, congressional committees and their representatives per reference (a); and legislative proposals.
