This instruction implements AFPD 38-3, Productivity Enhancing Capital Investment Program, and DOD Instruction 5010.36, Productivity Enhancing Capital Investment (PECI). It gives guidance and direction for Air Force Productivity Enhancing Capital Investment (PECI) Program which includes the Fast Payback Capital Investment (FASCAP) Program and Productivity Investment Fund (PIF) Program. It describes how to prepare, staff, approve, and track savings on PECI projects and discusses programming of funds for the self-sustaining program.
