The transporter is intended for use as an on-road or off-road overland
carrier of ribbon bridge interior bays and ramp bays, the standard 27-foot
bridge erection boat or ribbon bridge erection boat mounted on its boat cradle
or cargo pallets. It is intended to operate with rear axles partially
submerged in water while launching or retrieving the bridge bays or the boat.
Acquisition documents should specify the following:
a. Title, number, and date of this specification.
b. Issue of DODISS to be cited in the solicitation, and if required, the
specific issue of individual documents referenced (see 2.1.1 and 2.2).
c. When first article transporters or separately procured component(s) are
required for inspection and approval and the number of transporters or
components required (see 3.2).
d. When data for the transportation data plate is required (see 3.2.2.).
e. Age of rubber products if other than as specified (see 3.3).
f. Color required when other than specified (see 3.9).
g. When air transportability data is required for the transportability
report (see 3.18.3 and 6.12).
h. When Government-loaned property is required (see 3.11 and 6.5).
i. When an interior bay is not required for testing (see 4.5.2.1).
j. Level of preservation required (see 5.1).
k. Any special marking (see 5.3).
When a first article inspection is required, the transporters or
separately procured components may be either the first article or
first-produced items. The first article should consist of one or more
transporters or separately procured components. The contracting officer should
include specific instructions in the acquisition documents regarding
arrangements for examinations, approval of the first article test results and
disposition of the first article. Invitation for bids should provide that the
Government reserves the right to waive the requirement for samples for first
article inspection to those bidders offering a product which has been
previously acquired or tested by the Government, and that bidders offering
such products, who wish to rely on such production or test, must furnish
evidence with the bid that prior Government approval is presently appropriate
for the pending contract. Bidders should not submit alternate bids unless
specifically requested to do so in the solicitation.
The contracting officer should include requirements for such data as
technical publications, instructional materials, illustrated parts lists, and
contractor's maintenance and operational manual to be furnished with each
transporter.
The contracting officer shall arrange to lend the property specified in
3.11 in the quantities required.
The contracting officer should arrange to furnish the property specified
in 3.6.
The contracting officer should include provisioning requirements, if
required, for repair parts and maintenance tools as necessary (including any
special tools), and instructions on shipment of transporters or separately
procured component(s).
The contracting officer should require that the contractor maintain
records of all QAP inspections. A suggested paragraph is as follows:
"The contractor shall maintain complete records of all examinations and
tests performed to verify the requirements of classified QAP characteristics.
The records shall include, as a minimum, lot size, sample size, drawing
requirement, actual measurement, number and type of deficiencies found,
quantity approved, quantity rejected and corrective action taken when
applicable."
A QAP is a contractual requirement that supplements section 4 of the
specification. QAP indicates the minimum requirements which must be inspected
on the product drawings to verify the design objectives of the product and
assure interchangeability of repair parts.
Levels of packing have not been included as only mobile shipment is
appropriate. For purposes of preservation/packing level marking, the level of
packing shall be considered level A.
The contracting officer should arrange for the necessary storage
provisions for transporters awaiting delivery to prevent damage or
deterioration.
When specified (see 6.2), the contracting officer should arrange for the
contractor to furnish a transportability report in accordance with AR 70-47
and S.O.P. 70-38 for the transporter 95 days prior to delivery of the first
article.
Marginal notations are not used in this revision to identify changes with
respect to the previous issue due to the extensiveness of the changes.
