This NES specifies the requirements for the logical format to be used for all digital data recording on-board Surface Ships and Submarines for In-service operational use. It does not apply to Naval Aviation or Marine Engineering systems.

This NES defines:

a. units of measure and the universal digital representation of data parameters;

b. specification of data representations;

c. a complete system for formatting data and auxiliary information onto any supported recording medium;

d. the message syntax for recorded data;

e. the list of recorded data messages.

The aim of the NES is to produce a comprehensive logical format for the recording of data in files such that the recorded data is readily interpretable by analysis agencies, so that a common standard exists by which recorded data is represented.
