APPLICABILITY AND SCOPE
This Instruction applies to the Office of the Secretary of Defense, the Military Departments (including the Coast Guard when it is not operating as a Military Service in the Navy by agreement with the Department of Homeland Security), the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components"). The term "Military Services," as used herein, refers to the Army, the Navy, the Air Force, the Marine Corps, and as provided above, the Coast Guard (including Active and Reserve Components).
REISSUANCE AND PURPOSE
This Instruction:
Reissues Reference (a) as a DoD Instruction according to the guidance in Reference (b) and updates policies and responsibilities for DoD General Intelligence Training according to the guidance in Reference (c).
Provides policies, procedures, and assigns responsibilities for planning, programming, and budgeting (PP&B), and for conducting general intelligence training.
Continues to authorize the General Intelligence Training Council (GITC) as an advisory body on general intelligence training.
Establishes the Measurement and Signature Intelligence (MASINT) Training and Education Council (MTEC) as an advisory body on MASINT training.
