Purpose. To replace the Bureau of Medicine and Surgery (BUMED) instructions regarding health care contracting and contracting officer's technical representatives (COTR) with one comprehensive document that addresses all facets of BUMED health care contracting. This document incorporates guidance regarding the use of franchised business activity (FBA) contracts that had been disseminated in BUMEDNOTE 4283 of 21 March 2001.
Applicability. This instruction applies to all medical, dental, and medically-related services for the BUMED claimancy.
