This instruction establishes internal Navy guidance only and is not intended to, nor does it, create any rights, substantive or procedural, enforceable at law or equity by any victim, witness, suspect, accused, or other person in any matter, civil or criminal, and places no limits on the lawful prerogatives of the Navy or its officials.

To issue policy, provide guidance, and designate responsibility for implementation of the Sexual Assault Victim Intervention (SAVI) Program within the United States Navy per reference (a). This instruction is a complete revision and should be read in its entirety.
