ADMINISTRATION OF MILITARY CORRECTIONAL FACILITIES AND CLEMENCY AND PAROLE AUTHORITY (INCORPORATING CHANGE 1, JUNE 10, 2003)

Requires supervised release for prisoners not granted parole prior to their minimum release date except when supervision is deemed inappropriate by a Service Clemency and Parole Board.
REISSUANCE AND PURPOSE. This Instruction:
Reissues reference (a) to implement policy, assign responsibilities, and prescribe procedures under references (a) and (b) to carry out the administration and operation of military correctional programs and facilities and the administration and operation of military clemency and parole programs.
Deletes automatic classification of officers and cadets as Level III prisoners.
Implements statute requiring prisoners with sentences of life without parole to be confined for 20 years before being considered for clemency.
APPLICABILITY. This Instruction applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chief of Staff, and the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as "the DoD Components").
