Purpose
To establish the Naval Reserve Component First Call Program.
First Call Program provides procedural guidance for rapidly accessing key First Call Program personnel under voluntary recall authority of reference (a), section 12301(d) and to support impending contingency operations prior to an expected involuntary recall authorization.
