scope:

Purpose This pamphlet provides procedures for policy set forth in AR 700-142. It contains instructions, process flows, reporting formats, and schedules used to carry out the policies of the Army's type classification, materiel release, fielding, and transfer processes. These procedures are intended to ensure that materiel is acceptable for Army use prior to procurement. Army materiel must be safe, suitable, and supportable. All necessary coordination for and documentation of the orderly and effective deployment and redeployment of Army equipment, including all necessary logistics support, and must be completed.

Applicability. This pamphlet applies to the Active Army, Army National Guard/ Army National Guard of the United States and the U.S. Army Reserve, unless otherwise stated. This pamphlet is applicable to all organizations and personnel involved in type classification, materiel release, fielding and transfer, production improve-ment,or displaced materiel systems developed, acquired, or used by the Army. During mobilization, procedures in this pamphlet may be modified to support policy changes as necessary.
