PURPOSE. This Instruction establishes policies and procedures for the oversight of Coast Guard intelligence activities and implements procedures for the conduct of intelligence oversight as described in references (a) through (e), including the assignment of oversight responsibilities within the Coast Guard, relationships with external oversight entities, conduct of intelligence oversight training, reporting of questionable intelligence activities ("questionable activities"), and the conduct of intelligence oversight inspections.
