scope:
This guideline applies to new plants for the production of mineral oil products firom crude oils. It Covers the use of intermediate products and condensates from the production of crude oil and natural gas and also encompasses storage and loading/unloading in the refinery sector.
It does not apply to plants for the production of initial petrochemical products or for the processing of used oils. Mineral oil tank farms located away from refineries are covered in guideline VDI 3479 [14] and Claus plants in guideline VDI 3454 Parts 1 to 3 [15].
When investigating whether the abatement techniques or emission values cited in this guideline can also be applied to existing plants, it is always essential to assess the appropriateness of the measures in relation to the technical conditions and available Space [1; 3].
Reference is made to the acts, regulations and provisions, administrative or otherwise, applicable to the construction and operation of the facilities in question [1 to 13]. For plant components with high safety relevance as defined in the Hazardous Incidents Ordinance [5], additional measures not descirbed in this guideline may be necessary.
All volumes referred to in this guideline are based on the Standard State (273 K, 1013 mbar) minus the water vapour content. A special note is made of any exceptions.
