The standard aims to raise awareness for good communication and public participation in the case of infrastructure projects and to provide an appropriate framework for action.

If properly configured, the standard can also be applied to smaller planning projects (for example, bypass roads). This is to account for the public's need for more transparency and participation. This also allows for the probability of wrong developments to be reduced - in connection with planning, construction, scheduling and cost calculation.

This standard sets out the standards for good communication and public participation. In this context, it is geared to the work phases of the German fee schedule for architects and engineers (HOAI) and addresses mainly the following target groups:

  • project sponsors
  • general design contractors engineering firms/planning offices
  • project managers
  • executing companies
  • authorities and building/planning authorities
  • associations and civic initiatives
