This guideline gives instructions for the emission control of facilities for crushing and grading of mineral construction-site and demolition waste in mobile or stationary recycling facilities. An in-depth consideration of aspects of noise protection and occupational safety is not the concern of this guideline.

Facilities for recycling hazardous waste with the exception of bituminous road construction waste (AVV 17 03 01) and railway track ballast containing hazardous substances (AVV 17 05 07) are not covered in this guideline.

Construction-site and demolition waste is produced primarily in conjunction with the dismantling or demolition of buildings. Before it can be used in road construction, earthworks and landfill site construction, or in horticulture and agriculture or as an additive for reuse in building construction, it is recycled with the aim of producing recycling construction materials with defined properties. The overall recycling process includes delivery and storage of the source material, the actual recycling (including comminution and sorting), transport and storage of the produced recycling granules and necessary transport during recycling.

The emission control requirements are fundamentally the same for mobile and stationary recycling facilities. In keeping with the principle of proportionality, these measures shall be configured in such a way that the mobility of the facilities is assured in the case of mobile facilities.

This present Part 1 of the series of guidelines VDI 2095 does not apply to the recycling of mixed construction-site and demolition waste. This item is dealt with in Part 2.
