The processes of annoyance measurement presented here fulfil the following specific purposes:

a) Investigating complaints from local residents

b) Demonstrating the necessity and effectiveness of emission control measures Re.

a) When investigating a complaint from local residents, it is a question of looking into an individual complaint and examining it if necessary for its general validity, since the reaction of a single person does not present an objective picture of the Situation.

Re.b)

The necessity and/or the effectiveness of emission control measures can be underpinned with the aid of surveys. Surveys are beneficial and necessary in certain cases because emission control must also have the goal of diminishing annoyance. Since psychology also plays an important part, this information can only be obtained with suitable methods and not with physicochemical or physiological methods. In addition, experience to date has failed to yield any simple cause-andeffect relationships between substance emissions, perception and odour annoyance, which means that in many cases a survey is necessary before emission con¬ trol measures should be decided upon.
