This guideline applies to the allocation and billing of costs for water supply and wastewater disposal installations in buildings with more than one consumer unit. Energy costs for water heating are not considered. These costs are dealt with in VDI 2077 Part 3.2.

The present guideline describes how to use meters for consumption recording in such a way that water costs can be billed on the basis of actual consumption in a reproducible manner.

In drinking-water installations, observe the stipulations of the German Drinking-Water Ordinance (TrinkwV), AVBWasserV, DIN 1988-4 and DIN EN 1717, as well as VDI 6023 Part 1.

General requirements to be met by water meters are specified in DIN EN 14154-1.

This guideline is applicable to almost all types of water, such as:

  • potable water (see Drinking-Water Ordinance),
  • hot water,
  • service water (see VDI 2070),
  • wastewater (see DIN EN 12056, DIN 1986-100) or
  • rainwater (see DIN 1989)

which are to be billed on the basis of actual consumption.

The determination of characteristic consumption values is not the subject of this guideline; such values are given in VDI 3807 Part 3.
