scope:

Guideline VDI 2166 Part 1 applies to medium-voltage and low-voltage equipment. The aim is to describe the installation-specific requirements for the controlling of electrical energy under consideration of the purpose in each case. The guideline wants to depict in a system-independent way the functionalities and interrelations within the electro-technical building equipment for recording the electrical energy consumption of different energy services, and show concepts for differentiated measurements for a reasonably accurate establishment of consumption values.

In correspondence with applicable directives, decision support is given for planning systems, optimising investment costs, and for obtaining the desired transparency in distributing energy costs to different users, shops, building areas and energy services. Depending on the purpose in each case, the fields of application for these systems are the following:

• documentation (energy measurement, consumption, allocation, invoicing)
• management (monitoring and manipulating processes, e. g. E-MAX programme)
• forecast (future consumption)

Examples for applicable laws and regulations are taken from German law, which is based on EU law; other legislation might me applicable in other countries.
