scope:
The present guideline describes the state of the art of pulp drying plants in sugar factories. The scope extends from the beginning of the extraction to the end of the pulp drying.
Like Section 5.4.7.24.1 of TA Luft [G1], this guideline accordingly applies to the two widespread techniques of pulp drying, namely indirect drying (steam drying) and direct drying, including the boiler houses (energy centres) involved in drying.
Section 5.4.7.24.1 of TA Luft standardises specific requirements on air pollution control for pulp drying plants.
These requirements distinguish between new plants (including essential changes thereto) on the one hand and old plants according to the direct drying method on the other hand. Essential changes in terms of Section 5.4.7.24.1 of TA Luft are those measures to old plants1) - taking account of the specifications of § 16 BImSchG (Federal Immission Control Act)2) - which are directed at the dryer or energy centre of a sugar factory.
1) for the term of "old plant", see Section 2.10 of TA Luft
2) for the term of "essential change to a plant requiring approval" (in this case, the sugar factory according to Section 7.24 of the Annex to the 4th BImSchV (Federal Immission Control Ordinance), see § 16 BImSchG [G2]
