Scope
The scope of critical signalling tasks embraces both safety critical and safety related activities, as defined in clause 6.3.
The standard defines the requirements for setting required levels of competence for particular tasks and sets out requirements for the establishment of a licensing system within the organisation of any supplier working on London Underground (LU) signal and signal control system.
The expected users of this standard are suppliers and all persons in their organisations responsible for carrying out critical signalling tasks.
Purpose
The purpose of this Standard is to define mandatory requirements to ensure that the necessary competence of all personnel intending to perform critical signalling tasks and all persons authorising the work to be undertaken have been formally established and documented in advance of such work.
The objectives of this standard are:
a) to reduce the foreseeable risk consequent upon unlicensed persons performing critical signalling tasks;
b) where safety critical activities are concerned, to secure compliance with the Railways and other Guided Transport Systems (Safety) Regulations 2006 ("ROGS") - Part 4 Safety Critical Work. This regulation is a statutory requirement; non-compliance could result in severe legal consequences.
