This standard is to be used by all those managing the competency of persons engaged in safety critical and safety related activities on LU's Signalling and Signalling control systems.
Purpose
The purpose of this standard is to define mandatory requirements to ensure that the necessary competence of all personnel intending to perform critical signalling tasks and all persons authorising the work to be undertaken have been formally established and documented in advance of such work.
The objectives of this standard are:
a) to reduce the foreseeable risk consequent upon unlicensed persons performing critical signalling tasks
b) where safety critical activities are concerned, to secure compliance with the Railways and other Guided Transport Systems (Safety) Regulations 2006 ("ROGS") - Part 4 Safety Critical Work. This regulation is a statutory requirement; non-compliance could result in severe legal consequences.
