Purpose. To provide revised regulations for the establishment and maintenance of the active duty list (ADL) and reserve active status list (RASL) of the Navy under references (a) and (b). This instruction is a complete revision and should be reviewed in its entirety. The changes in subparagraphs 1a through 1d have been implemented in this revision.

a. Originator code changed to Assistant Commander, Navy Personnel Command for Career Progression (PERS-8).

b. Added references (b) and (c).

c. Reference (d) was updated to DoD Instruction 1310.01 of 23 August 2013.

d. Removed reference to the running mate system.

Applicability. This instruction applies to Navy commissioned officers on active duty who are eligible for placement on the ADL and Navy Reserve officers eligible for placement on the RASL.
