This standard is mandatory for existing operational telecommunications equipment and services and is recommended as best practice for non-operational equipment.
This standard specifies the hardware and software change control process. It covers all existing telecommunications systems and services, whether or not they are covered by a Product Acceptance certificate.
This Standard excludes:
a) Maintenance tasks where previously approved hardware and software are used to correct faults in line with maintenance procedures;
b) Non-functional changes allowed as manufacturer selection options for the user, unless the selection of the option is specifically prohibited in the product acceptance certificate;
c) Configuration changes;
d) Like for like replacements;
e) Grandfather rights existing telecommunication equipment;
Purpose
This standard mandates a process for all software and hardware changes to existing telecommunications equipment and services. These changes need to be carried out in a structured, controlled manner to minimise the risks to safety and performance.
