This standard specifies the processes to be used when a telecommunications disconnection is required to Network Rail telecom assets or on any other equipment that can affect operational telecoms equipment. This process also applies to equipment deemed to be "At Risk" that might be affected by work being undertaken. This standard applies to all people involved in planning approving and delivering disconnection/ "At Risk" work activities on operational telecoms equipment.
This standard does not apply to:
a) emergency works; or
b) route based instruments, for example concentrators/ phones.
Disconnection of individual telephone instruments and circuits as specified in NR/GI/E041 (NR/L3/SIG/10064) is not within the scope of the standard.
Purpose
The purpose of this standard is to define the processes to be followed and the requirement to reach a clear understanding when applying for and agreeing the method of temporary handover/ hand-back of operational telecoms equipment that might carry safety critical circuits between Telecoms and the authorised site engineer.
Application of this standard minimises the risk to the safety of the operational railway and personal injury to staff and customers of the railway.
