This document applies to all railway infrastructure and disciplines in their entirety and to all renewal/refurbishment, maintenance and enhancement activities.

Maintenance, renewals/refurbishments and enhancements should continue where possible in line with regional government guidelines and controls set out within CP009. Where resourcing becomes an issue, the route Category Levels defined within module 2 of this standard should be applied and recorded, with reference to essential activities defined within module 1 of the standard. Where a route Category Level has been applied, leading to a period of reduced inspection and maintenance, the steps set out in module 3 should be followed to return to a full operational service.

Table 1 lists the modules of this manual. 

Purpose 

The purpose of this manual and its modules is to: 

1. Define essential activities, 

2. Enable railway safety and capacity, by defining four route Category Levels that allow limited resources (train services, operations, maintenance and CAPEX activity) to be focussed on the most critical routes; and 

3. Provide guidance to enable a return to a full operational service. 

Applying these measures minimises the exposure of our workforce to the COVID-19 coronavirus. NR/L3/MTC/CP009 provides the methodology for working practices during the COVID-19 pandemic.
