This standard covers Video Surveillance Systems (VSS), Access Control System (ACS), and Intruder Detection Systems (IDS) designed for and installed on TfL infrastructure in the following realms:

Note: This standard applies to all TfL infrastructure and vehicles where TfL is the data owner.

a) Railway Stations (including London Underground, London Overground and DLR)

b) Tram stops

c) Bus stations

d) LU Rolling Stock

Note: At version A2 this standard incorporates LU Rolling Stock VSS requirements and is for DRACCT approval for use on LU. Other modes shall continue to use their own standards until their requirements are incorporated into future updates of this standard.

e) Depots and sidings

f) Substations

g) Ventilation and escape shafts

h) Car parks e.g. Staff, Public and PRM

i) Train crew accommodation

j) Control centres

k) Other Specified Locations and Infrastructure.

Note: Where clauses or requirements described in this standard differ in their application between infrastructure and vehicles, requirements relevant to systems installed within vehicles are described as on-board systems and requirements applicable to TfL infrastructure are described as fixed installations.

This standard covers the integration and interoperability requirements for these systems when they are configured as networks; to enable local or remote access and control via local area network (LAN) or wide area network (WAN) connectivity.

This standard applies to TfL staff, projects and business units including their contractors involved in the design, delivery and maintenance of surveillance and security systems.

This standard covers viewing of VSS provided to (but not limited to) Station Control Rooms, Service Control Centres, British Transport Police, Group Station Control, and Command and Control Centres.

This standard does not cover VSS used for the purposes of monitoring the Platform to Train Interface (PTI) across the TfL transport modes. Requirements for London Underground One Person Operation (OPO) CCTV are defined in standard S1150.

Purpose

The purpose of this standard is to define the minimum operational, system and technical requirements for Surveillance and Security systems deployed across Transport for London (TfL) operational premises and vehicles.

This standard sets about to bring a standard and modern approach to Video Surveillance Systems and the centralised monitoring and control of these systems.
