This standard specifies the records management processes and who it applies to for: 

a) requesting Health and Safety file(s) information;

b) agreeing the content of the Health and Safety file(s); 

c) the progressive build-up of Health and Safety files;

d) delivery and acceptance of Health and Safety files; and

e) the onward management and update of Health and Safety files.

This standard applies to all business units within Network Rail involved in the planning, design and management of construction projects and onward management of the Asset.

This standard also applies to all construction projects where no Principal Contractor or Principal Designer is required to be appointed i.e., single contractor construction projects.

This standard also sets requirements for the supply of records, in accordance with the Deliverable Document Matrix, which meets and exceeds the requirements of the Health and Safety file for CDM 2015 Regulations compliance. 

Purpose 

The Health and Safety file is a repository of health and safety information that serves as a legal record, benefitting both Clients and end users, covering the 'Whole Lifecycle' from initial construction through use, cleaning, maintenance, alterations, refurbishment, and demolition. 

This standard specifies the records management requirements for the management of Health and Safety files. This standard is compliant with the Construction (Design and Management) Regulations 2015 (CDM Regulations). 

This standard mitigates the risk of information not being available, to anyone carrying out subsequent work on a structure, that they will need to know about, in order to be able to plan and carry out the work safely without risks to health.
