Scope and Effect. Reference (a) implements FOIA (5 U.S.C. 552) (as amended by P.L. 104-231) within DON by delineating responsibilities and prescribing policies, procedures, conditions and criteria in responding to requests from the public for copies of DON records. This instruction amplifies reference (a) by providing additional guidance throughout NAVSUPSYSCOM and procedural direction for processing FOIA requests within NAVSUP Headquarters (NAVSUPHQ).
