This instruction is applicable to all software intensive systems within the Naval Air Systems Command (NAVAIR) and the Naval Aviation Program Executive Offices (PEOs). Software intenslve systems are defined as any system where a significant portion or component of the functionality is implemented through software or where software presents the primary technical or programmatic challenge to the system developer, or meets one of the following criteria: (1) develops or modifles more than 10,000 logical source lines of code (SLOC), (2) develops or modifies over 200 function points of code, (3) or where over $2M (FY04 constant dollars) are spent on software development, modification or test. This instruction will not apply to commercial off-the-shelf and/or government off-the-shelf software. A project, defined by the prime developer's contractual systems development task, shall be a complete, deliverable and usable end item and shall not be divided into subprojects to avoid this instruction's requirements.

Purpose.

To establish requirements for using software metrics/measurement to manage cost, schedule, functional performance and quallty in acquiring, developing, and maintaining software intensive systems. To ensure the archival of historical software metrics/measurements data for software acquisition, development, upgrade and maintenance efforts as the basis for accurate, objective, empirically based estimation of cost and schedule.
