This standard specifies the processes to be adopted, and the roles and responsibilities associated, with assurance of the P3M framework. This standard describes how the P3M professions will undertake their own assurance activities and are assured at level 1 (1st line), and level 2 (2nd line).

This standard is part of the P3M framework and relates to NR/L1/INI/P3M/100, and NR/L2/INI/P3M/105. It applies to all projects and programmes that require Investment Authority, as defined within IR01, Investment Regulations, and:

a) enhance or renew the operational railway; and / or

b) are carried out in a high street environment, e.g. car park developments.

This Standard applies to the roles which are accountable for the professions assurance activities identified by levels 1 and 2 see NR/L2/INI/P3M/105.

Purpose

The purpose of this standard is to describe the Network Rail assurance activities undertaken in relation to the project, programme and portfolio framework (P3M), and to identify who is accountable for carrying out the activities. The assurance activities provide Network Rail with oversight and confidence in the progress of its infrastructure portfolio and that the correct governance is being adhered to. This standard further supports and defines the controls, processes, responsibilities and accountabilities defined NR/L2/INI/P3M/105, which include the "Lines of Defence" model, see appendix A, for the assurance of activity undertaken in accordance with the P3M framework (NR/L1/INI/P3M/100).

Adherence to this standard will reduce reputational and financial risks resulting from unsuccessful delivery of Network Rails infrastructure portfolio. It creates a common set of working practices to provide a consistent approach in assuring the portfolio and projects / programmes within it.
