The truck is intended for use as a container handling truck with the
capability of stacking and of loading and unloading from flatbed trailers and
rail cars, the 8 foot wide family of commercial and military owned ISO
designation 1A and 1C containers and SEALAND containers weighing 50,000 pounds
or less. The mobility of the truck, with and without rated load, is intended
to cover working areas where high flotation and traction characteristics are
required.
Procurement documents should specify the following:
(a) Title, number, and date of this specification.
(b) When first article preproduction model tests are not required (see
3.2.1).
(c) Time frame required for submission of the first article
(preproduction model) and number of trucks required (see 3.2.1).
(d) When the Government will conduct any or all of the first article
examination and tests. When the Government will conduct some but not all of
the first article preproduction model examination and tests, the contracting
officer should specify time frame and which examination and tests will be
conducted by the Government, and which examination and tests shall be
conducted by the contractor (see 3.2.1).
(e) When first article initial production inspection is not required.
(f) Number of initial production trucks to be furnished (see 3.2.2).
(g) Number of trucks to be furnished with tophandlers compatible with 1A
containers (40 foot length) (see 3.13.1).
(h) Number of trucks to be furnished with tophandlers compatible with Sea
Land containers (35 foot length) (see 3.13.1).
(i) Number of trucks to be furnished with fork kit (see 3.13.2).
(j) Degree of preservation and packing required (see 5.1 and 5.2).
Any changes or deviations of production truck from the approved
preproduction truck during production will be subject to the approval of the
contracting officer. Approval of the initial production truck will not relieve
the contractor of his obligation to furnish trucks conforming to this
specification.
The contracting officer should require the contractor to furnish a written
report within 24 hours of any incident of equipment malfunction or failure,
during the conduct of any preproduction or initial production test. As a
minimum, the report should describe components and parts affected, test and
operating condictions, date of incident, hourmeter reading, how detected, and
description of incident.
It is encouraged that recycled material be used when practical as long as
it meets the requirements of the specification (see 3.3).
When the noise level of the truck exceeds 85 dB(A) the appropriate
discussion of the noise hazard per MIL-STD-1474 (MANUALS Paragraph) should
include the requirement for hearing protection, the noise level of the truck,
the distance from the truck at which 85 dB(A) will always be met, and what
operational situations or system configuration will reduce the level to 85
dB(A).
The contracting officer should furnish a list of military lubricants
applicable to the trucks covered by this specification, as contained in the
Federal Supply Catalog, Department of Defense Section, Identification List
C9100-IL, for FSC Group 91.
The contracting officer should arrange to furnish the computer program for
Contaminant Tolerance Profile required in 4.6.2.21.5.
