Introduction
Infrastructure Protection - Special Conditions for Outside Parties working on or near the railway, supports standard 1-023 Infrastructure Protection.
This document assists outside parties in identifying the risks associated with working on or near the railway and identifies ways of mitigating those risks. They shall be issued in whole or relevant parts to any outside party working on or near the railway.
These special conditions shall be:
ADVISORY for outside parties working on their own land and not entering LU Land or airspace but if not adopted the outside parties would have difficulty demonstrating adoption of "best practice" in the event of an incident.
MANDATORY for works requiring temporary use of LU airspace or land for minor maintenance or new works that do not affect LU assets.
COMPLIMENTARY but subservient to QUENSH for major outside party works or any outside party works that modify, remove or add to LU assets. It shall be at the sole discretion of the Infrastructure Protection Manager whether a project is appropriate for the application of QUENSH.
