PURPOSE
This Marshall Work Instruction (MWI) establishes the
requirements for the Marshall Space Flight Center (MSFC) Personnel
Certification Program. It contains requirements for safety and skills
certifications issued by MSFC. For personnel training/qualificati
APPLICABILITY
This MWI applies to all MSFC civil service and contractor personnel performing potentially hazardous operations identified in Appendix A, and to MSFC civil service personnel and Safety and Mission Assurance Directorate (S&MA) mission services contractor personnel who perform skills identified in Appendix C for flight and flight-associated hardware. Onsite contractor personnel shall be certified in accordance with contract requirements (defined in the contractor's Safety and Health Plan or Personnel Certification Plan). Additionally, all contractor employees, to include university fellows and grant personnel, who perform program-critical hardware (PCH) handling operations at MSFC, operate lifting equipment owned by MSFC (e.g., cranes, forklifts, and aerial lifts), or handle propellants or explosives onsite, shall be certified by the MSFC S&MA Directorate. Processes or operations that involve hazardous equipment or operations and are not identified herein for certification shall be brought to the attention of S&MA by the supervisor for certification evaluation.
