This Instruction establishes the requirements for the Marshall Space Flight Center (MSFC) Personnel Certification Program. It contains requirements for safety and skills certifications issued by MSFC.
APPLICABILITY. This Instruction applies to all MSFC civil service and contractor personnel at MSFC engaged in potentially hazardous operations identified in Table 1, and to MSFC civil service personnel and S&MA mission services contractor personnel who perform critical skills identified in Table 2 for flight, flight-associated hardware, or other hardware as identified by the process owner. Onsite contractor personnel shall be certified in accordance with contact requirements that MSFC Safety and Mission Assurance (S&MA) reviews and approves (defined in the contractor's Safety and Health Plan or Personnel Certification Plan). Additionally, all contractor employees who perform program-critical hardware (PCH) handling operations at MSFC, operate lifting equipment owned by MSFC (e.g., cranes, forklifts, and aerial lifts), or handle propellants or explosives onsite, shall be certified by the MSFC S&MA Directorate. Processes or operations that involve hazardous equipment or operations and are not identified herein for certification shall be brought to the attention of S&MA by the supervisor for certification evaluation.
