This module applies to those undertaking signal overrun risk assessment where Network Rail is the Infrastructure Manager. They could be either Network Rail employees or appointed contractors/consulta
a) during the development and implementation of change to Network Rail controlled infrastructure;
b) arising as a result of the operation of trains on Network Rail controlled infrastructure.
Purpose
This module defines the process and tools that Network Rail uses to comply with RIS-0386-CCS. It provides:
a) a structured, clear and consistent approach to signal overrun risk assessment on Network Rail controlled infrastructure;
b) appropriate strategies, tools, and techniques to be applied under the variety of operational and developmental situations that lead to a requirement for a signal overrun risk assessment to be undertaken.
Network Rail's Signal Overrun Risk Assessment (SORA) process is the means by which Network Rail discharges its responsibilities to undertake a suitable and sufficient risk assessment of risk arising from signals passed at danger due to train driver error (Category A SPAD).
