Purpose. To issue revised procedures for submission, review, and approval of the organizational structure, mission, and functions of activities under command and support of the Chief of Naval Personnel (CHNAVPERS) and to provide guidelines for use in aligning an activity's organizational structure with the activity manpower document (AMD). This instruction is a complete revision and should be reviewed in its entirety.

Applicability. This instruction is applicable to all activities under command and support of CHNNAVPERS.
