Purpose

a. To issue Chief, Bureau of Medicine and Surgery (BUMED) records management program (RMP) policy ensuring medical and administrative documents created or acquired by BUMED, Regional Commands, and component activities are properly managed from creation/receipt through final disposition, thereby complying with federal laws and Department of the Navy (DON) records management requirements established in references (a) through (j).

b. To provide guidance regarding e-mail and other electronically generated information that meets the definition of a Federal record as prescribed in reference (a). Adherence to the procedures described in this instruction will support deployment of an approved electronic Records Management Software Application (eRMSA) package that will be selected and fielded by Navy Medicine Command Information Officer (CIO) in accordance with reference (b). Proper Standard Subject Identification Code (SSIC) categorization of e-records created or received is essential to properly manage electronically generated records (i.e., e-mail (with or without attachments), word processing documents, spreadsheets, etc.).

c. To appoint the Navy Medicine Records Management Program Officer (RMPO) as required by reference (c) to implement the policies and objectives of the DON Records Management Program (RMP) throughout Navy Medicine.

d. To appoint Records Management Coordinators (RMC) at BUMED and throughout Navy Medicine component activities. BUMED Director for Administration, M09B1, appoints the RMC for Headquarters (HQ).

e. To assign enterprise-wide responsibilities for execution of and familiarization with the requirements of this instruction to all Navy Medicine personnel as delineated in enclosure (1).
